The U.S. state of Indiana first required its residents to register their motor vehicles in 1905. Registrants provided their own license plates for display until July 1, 1913, when the state began to issue plates.[1]

Plates are currently issued by the Indiana Bureau of Motor Vehicles (BMV).

Passenger plates 1913 to present[edit]

In 1956, the United States, Canada, and Mexico came to an agreement with the American Association of Motor Vehicle Administrators, the Automobile Manufacturers Association and the National Safety Council that standardized the size for license plates for vehicles (except those for motorcycles) at 6 inches (15 cm) in height by 12 inches (30 cm) in width, with standardized mounting holes.[2] The 1955 (dated 1956) issue was the first Indiana license plate that complied with these standards.

New plate prefixing[edit]

Starting in 2010 special plates such as the handicapped, POW, National Guard, Disabled American Veteran that use the background of the standard plates will no longer use just numbers. Instead they will now use a predetermined prefix of three numbers and one or two suffix letters depending on if they have one or two prefix numbers. In all the max total characters will amount to six and, except the Disabled American Veteran and Purple Heart plate will use the background of the standard plate. Starting in 2015, the colors of these plates, with the exception of the Hoosier Veteran and Purple Heart plates, will invert, producing plates with dark blue serials on a white background.

Starting in 2012 veterans of each of the five branches of the armed forces will be able, for an extra $15, to obtain a plate with the seal of the Army, Navy, Air Force, Marine Corps or Coast Guard beginning in 2012. The $15 fee will benefit the state's Military Family Relief Fund.[8]

Trucks and trailers[edit]

Indiana maintains separate plates for trucks, trailers, tractors/trailers, and farm vehicles. Except for farm vehicles, the plates follow an eight character AB123CDE format. All following plates use a plain white background

County coding[edit]

From 1963 through 2008, the Indiana Bureau of Motor Vehicles issued standard passenger plates bearing a one- or two-digit prefix identifying the county in which the vehicle was registered. These prefixes were assigned to each county in alphabetical order, beginning with 1 for Adams County and ending with 92 for Whitley County; prefixes 93 through 99 were reserved as overflow for the state's two most populous counties, Marion (93, 95, 97, 98 and 99) and Lake (94 and 96).

In each county, serials consisted of the prefix followed by one letter and up to four digits, progressing sequentially. In 1992, Allen County reached 2Z9999 and subsequently introduced a new format with the prefix followed by two letters and up to three digits; this format was later used in St. Joseph (71), Hamilton (29), Elkhart (20) and Vanderburgh (82) Counties.[9][10]

Following the introduction of multi-year plates in 1981, plates with serials containing numbers above 100 were revalidated with decals, while those with serials containing numbers 1 through 100 continued to be issued annually.

In 2008, new serial formats were introduced with the white-on-blue torch base, consisting of three digits followed by one, two or three random letters. However, the county number system was retained through the use of decals at the top of each plate displaying both the county number and name, with the overflow numbers for Marion and Lake Counties discontinued.[11]

The no-cost alternative 'In God We Trust' plate introduced in 2007 featured the county number on a sticker at the bottom right corner of the plate. The revised 'In God We Trust' plate, introduced in 2012, has the number screened onto the bottom right corner; this technique was subsequently adopted on standard passenger plates, beginning with the Bicentennial base in 2013.

Renewal date tags[edit]

In the past, Indiana colored its due date tags by month. Another change to the plate system is that there are only four colors of tags which are the same regardless of the month, whether it be January, June, or December, another change because Indiana used to only issue month tags from January to October. These are all found on the top left corner of an Indiana plate based on the first three letters of the last name of the owner. Note: Business owned vehicles have black tags that expire 1-31 regardless of name.[12]

MVD has developed a computer system that links all of your records together. This means that when you change your address using your driver license number, it will automatically change the address on your vehicle registration and on each vehicle on which you are listed as the registration recipient.

Registration recipient is defined as the vehicle owner or registrant who is designated on the Motor Vehicle Division database to receive the registration for a vehicle.

If you are a company and need to change your address, mail in a signed request on your business letterhead. The request should include your old and new address along with a list of the vehicles you want changed. If all the vehicle addresses should be changed just indicate all. The Department of Environmental Quality (DEQ) states that to avoid late penalties from the Motor Vehicle Division (MVD), all testing and repair must be completed prior to the registration expiration date. Vehicles failing the initial emissions test are not subject to a late registration penalty fee provided the test was conducted prior to the registration expiration date and the registration is renewed within 30 calendar days of the original test date. A penalty fee is assessed when your renewal registration payment is not received by the expiration date indicated on your vehicle registration form. To avoid the late renewal penalty, the registration must be paid by the 15th of the month or the last day of the month, whichever is applicable. When the expiration date falls on a Saturday, Sunday,or a recognized State holiday the registration fee becomes due on the next business day. The late renewal penalty fee is $8 for the first month of delinquency and $4 for each additional month, not to exceed a total penalty of $100.

If you do not receive a renewal notice before the end of the next registration period, you must still renew by the expiration date.

Trailers are registered based on usage (non-commercial or commercial) and declared GVW (gross vehicle weight). Non-Commercial usage with a GVW of 10,000 pounds or less is registered as Permanent. Commercial usage with a GVW of 10,000 or less is registered as one, two or five year registration. Trailers with a GVW over 10,000 are registered as permanent (see chart below).

Within the Vehicle Registration Renewal users will be asked to declare the intended usage on trailers that are registered with a GVW 10,000 or less. When used non-commercially permanent registration fees are assessed. Permanent registration is a one time fee and a “PERM” tab will be mailed to the owner. By registering as “PERM”, you’ll never pay vehicle license tax or registration fees again for this trailer.

Permanently registered trailers with a personalized and/or specialty plate are subject to the annual personalized and/or specialty plate fee.

Qualifying vehicles pay the standard vehicle license tax assessment.

Vehicles that display the Energy Efficient plate will be allowed access to the High Occupancy Vehicle (HOV) lanes in Arizona any time regardless of the number of occupants. However, these vehicles are not eligible for the reduced Vehicle License Tax.

The Motor Vehicle Division (MVD) mayrefuse to issue any plate that suggests a meaning that is offensive, misleadingor that duplicates any existing plate or plate series. Upon receipt of yourpersonalized plate, it must be placed on your vehicle. The plate that is beingremoved may not be placed on any other vehicle.

Renewal notices are printed approximately 45 days prior to the registrationdue date. If you ordered a personalized/specialty plate within the last 45days, then your renewal notice may not show your annual renewal fee for thepersonalized/specialty plate: however this fee will be displayed in ServiceArizonaand it is due when you renew your registration.

If you received a vehicle registration renewal notice from the Motor Vehicle Division for your All-Terrain Vehicle (ATV) and the fees within the renewal notice show the reduced fees, but the fees appearing within ServiceArizona.com show with the full fees, the most common reason for this is that the Game and Fish Off-Highway Vehicle Decal is expired.

Prior to purchasing the ATV’s registration, please use the online Off-Highway Vehicle Decal application here to purchase the Game and Fish Off-Highway Vehicle Decal.Prior to purchasing the ATV’s registration, please use the online Off-Highway Vehicle Decal application. Return to the Self Service Workstation's Service Arizona landing page and select that option to purchase the Game and Fish Off-Highway Vehicle Decal.

Once you have completed the online Off-Highway Vehicle Decal transaction for your ATV, please return to the online Vehicle Registration Renewal application and complete the ATV’s registration renewal.

If after renewing the ATV’s Off-Highway Vehicle decal, the registration renewal fees still show with the full fees, do not complete the renewal transaction, instead contact the Motor Vehicle Division. To avoid the late renewal penalty you must renew by the expiration date.

The Federal Driver's Privacy Protection Act 18 U.S.C. 2721-2725, as well as Title 28, Chapter 2, Article 5 of the Arizona Revised Statutes, specifies that the personal information contained in your vehicle record may not be released to anyone without your consent, except when it is a matter of public health and safety, or when the individual or entity requesting such information is otherwise authorized to obtain it under federal law. However, during the renewal process, you may consent to the release of your driver license and vehicle record information to any individual or entity that makes a proper request. This consent would apply to all owners of this vehicle

You may pay with credit/debit/check cards. Check cards are linked to checking accounts and are accepted anywhere credit cards are accepted. Debit/Check card purchases are automatically deducted from the linked checking account.

In addition, some Kiosks are equipped with cash and check acceptors.

ServiceArizona is available 7 days a week, 24 hours a day with the exception of the following time periods:

Transactions cannot be performed during the scheduled maintenance periods:

  • Between 11:50 PM and 12:10 AM daily; and
  • Between midnight and 2:00 AM each Sunday.
